Recent Developments:
- 2008 – The Center for Health and Learning, in partnership with the Vermont Department of Health, under funding from the SAMHSA Garret Lee Smith Memorial Act grant, has launched a statewide initiative that will:
1. Provide training for educators, teachers, school administrators and staff in gatekeeper training, protocol development, training of trainers and community collaboration.
2. Institute the Umatter statewide media campaign, an asset-based approach to youth suicide prevention.
3. Create a partnership with the University of Vermont on campus suicide prevention.
4. Build and sustain the Vermont Youth Suicide Prevention Coalition, a group dedicated to: increasing public awareness of the importance of addressing mental health issue; promoting the message that youth suicide is preventable; and creating communities of hope in which schools, agencies and people of all ages are given the knowledge, skills and resources to respond effectively to suicidal behavior by youth.
5. Offer community-based trainings for mental health professionals, primary care health providers, social workers, clergy and law enforcement personnel.

Legislation/Resolutions:
- 2009 – Vermont passed Senate Bill 2 related to the segregation of offenders with a mental illness or other functional impairment, specifically noting that incidents of self-harm or attempted suicide must be included in monthly reports to the joint legislative corrections oversight committee.
- 2008 – SB 114 enhancing the existing mental health parity law was passed into law.
- 2006 – Legislation requiring that the signs of and responses to depression and risk of suicide be included in health education in public schools.
Funding Sources:
- 2008 – The Center for Health and Learning received a $1.5 million Garrett Lee Smith grant from the federal agency SAMHSA for three years. The Center plans to partner with the Vermont Department of Mental Health to strengthen and expand youth suicide prevention and intervention in Vermont.
